Adapted stantard-CI to use CI mirrors

Instructing mock_runner.sh to use the mirrors that are defined in the
$CI_MIRRORS_URL environment variable. No mirrors will be used if this
variable is not defined or is empty.

For this to actually work we need the version of mock_runner.sh from
this patch: https://gerrit.ovirt.org/#/c/69250

This patch can be safely merged without the patch above as long as
$CI_MIRRORS_URL is not defined.
