core: Relocate canVDSConnectToGlusterfs

Move canVDSConnectToGlusterfs to ConnectStorageToVdsCommand, which is
the only place that it's used, instead of StorageConnectionValidator,
which is more about validating connections themselves, not how
specific hosts relate to them.
