update build retention policy for big artifacts
1. changed build history from '2' to '14' - we need
to be able to see which builds run even if they
don't have the artifacts in them, for debugging
purposes
2. changed the artifacts history from '2' to '4'
so we'll be able to check a failure over a weekend.
if this proves to be a load on jenking storage
we will need to see how to handle freeing up
space elsewhere
