backend: sync luns and the new reduce device feature

When upgrading a storage pool, the luns in the datacenter should be
synchronized if at least one of the following two features was
introduced in the new storage pool's version:
1. Discard functionality
2. Reduce device from storage domain

This patch adds the missing check for the reduce device from storage
pool feature.
