core: @Singleton GlusterSnapshotScheduleJob

Make the stateless GlusterSnapshotScheduleJob a @Singleton instead of
explicitly needing to create new instances when it's used.

While this patch on it's own right isn't too useful, it sets the ground
to @Inject the utilities the GlusterSnapshotScheduleJob uses.
