aaa: SSO token used for the API expires when running only queries

When tokens with sso scope ovirt-app-api
is used to execute queries it should refresh
the session. If the scope contains the webadmin
scope ovirt-app-admin or userportal scope
ovirt-app-portal the queries should not refresh
the session.
