packaging: ovirt-provider-ovn setup

Plugin for configuring ovirt-provider-ovn
- installs ovs/ovn packages
- installs the provider package
- adds a default provider to the DB,
  asking the user for the provider credentials
- saves the relevant values in the answer file

Firewalld setup will be added in another patch.
