Added base class for Jenkins CQ "API"

Added a base class for classes that will implement the API that will
allow Jenkins jobs to use change queues. The base class includes utility
functions such as:
- Getting the names of the jobs that implement the management and the
  testing for a given change queue name.
- Getting the change queue name from the names of jobs that implement it
- Getting the job parameter specification for performing change queue
  operations.
