Adding Jenkins "API" for change queue library

Adding an "API" for using the change queue functionality from Jenkins
jobs. This includes:
- A class that implements the logic of the change queue management jobs
- A class that implements logic needed by change testing jobs
  (represents the list of changes to test)
- A class that implements an API to let change-generating jobs submit
  changes to the change queue
