oVirt 3.1 will support 3.0 and 3.1 cluster levels, but it looks like you're trying to mix RHEV 2.2 RHEV hypervisors with oVirt 3.1, that's not going to work. 
I've never tried mixing RHEV 2.2 and oVirt 3.0, it might work in theory but for sure RHEV 2.2 and oVirt 3.1 will not work.
