New ovirt-engine release (3.1.0-4) to fix bug 869457?

Hello,

I would like to do a new minor release of ovirt-engine 3.1 in order to
fix bug 869457.

The new release should include the following changes:

packaging: Updated allinone plugin for new security mode

Any objection?

Assuming there is no objection who is responsible for doing the build
once the patches are merged? Who is responsible for uploading the new
RPMs to ovirt.org? Who is responsible for announcing the new release?
