New meeting time proposal: 1500 UTC Monday [RFC]

Based on the results I've received so far:

It looks as if 1500 UTC on Monday is the best time to meet. We can't get
Mike Burns at that time, but he isn't directly responsible for any of
the Infra team services - perhaps the minutes will suffice.

For this new time - +1 or -1 ?
