New repo for Json-rpc client lib

Hi Piotr,

Usually we give power user permissions to users/maintainers of the project on jenkins.ovirt.org
You can request approval from engine-devel & infra for +1 on this and after that we can create
you a power user account on jenkins so you can create jobs only for your project.

The request process is strait forward - just send email to infra&engine-devel lists presenting yourself
and the project you wish to manage on jenkins and ask for +1.
