New git repo for releng-tools

[Kiril Nesenko]

I am not sure these scripts are related to puppet or jenkins repos.

We want to create a bunch of scripts to:

1. Create new layouts on the repo server
2. Download builds from jenkins/koji and post them
3. Configure repo settings - for example how many nightly builds do you want to save ? 3,4 ?
4. Much more in the future

Instead of that I hope our infra and release process will be improves in a near future, so better to
have a separate repository for such tools.
