What do you need to do this? We're talking about mainly the publicly
accessible data, right? We probably want to think a bit about how to do
the config files that have secrets in them (until they are moved to Puppet.)

AFAIC, there isn't permission needed to mirror public data, and it
should be fine to use your project access to copy over Jenkins and
Gerrit logs and files.
