Enabled SpamAssassin for mailing list filtering pre-moderation

Hi,

This filter is the top of the heap - so it will filter everything, even
spam coming from a member.

However, I did add a "-3" correction for list mlembers - so list
membvers would have to write a very spammy email indeed to get filtered.
