Ownership of vdsm_functional_tests job

Hi toni,

I don't see any problem with that.
Please request a power user permissions as costumed with these requests,
it means sending out a formal email to infra with cc to engine-devel / vdsm-devel requesting 
power user permissions to jenkins to manage the vdsm functional job.

once a few +1 from community maintainers will be given you will get the relevant access rights
to login and manage the job.
