ovirt_engine_setup_upgrade_params broken

there is another job that is working - http://jenkins.ovirt.org/view/All/job/ovirt_engine_upgrade_params/

this is a clone of it, to allow it to run on centos as well, but it is disabled since it was failing when
running together with other jobs (like dao test).

we need to configure it to be independant or to run on separate slave (single executor?).
i think it's on kiril's todo list.
