because it's on slient mode (checkbox) on the gerrit trigger section.
this is set when you want to test something on jenkins and jenkins won't -1 the patches. 
if you want the jenkins user to review the patches, uncheck the silent mode,
you'll get -1 on each failure this job finds on the relevant patches.
