[urgent] Jenkins slaves configuration is broken

Hi,
Yesterday a patch to puppet configuration has been pushed for having ulimit -n set to 10240.
Today it's back to 4096 causing ovirt-engine build failures.

Last week slaves have been configured for using English locale
Today they're back to Spanish

Please check provisioning of the slaves, something must be broken somewhere.
