libvirt 1.2.3 is available in rhel7.1 and fedora>=18 (afaik), if you 
want vdsm to join the cluster you should use 1.2.3 version otherwise 
vdsm blocks engine from letting it join to the cluster because 
VIR_MIGRATE_AUTO_CONVERGE won't be supported 
(http://gerrit.ovirt.org/#/c/31991/) as you see in the caps.py code you 
snipped above
