New git repo request: ovirt-engine-sdk-js

Done, for now you are the only maintainer (let me know if someone else should
be added too).

I've created it with the ci and workflow flags, it requires the max value on
all of them to allow the merge, I recommend adding an empty automation dir as
per the standard build doc [1] for starters and adding the tests after.
