i think iirc we're not enforcing master to have bug-urls, and the gerrit hook
doesn't find any 3.6.* branches (since we didn't branch yet) hence throws a warning.

i think we should update the hook to recognize master as 3.6 and warn when a bug-url isn't on the patch.
