New proxy.phx.ovirt.org icinga host

[David Caro]

As you might have seen, I've added the proxy.phx.ovirt.org host to the icinga
hosts list, including the proxy services check, to avoid any issues there from
going unnoticed.

Should be already stable, so any new alerts should be taken seriously.
