[Vdsm] infra support for the new stable branch ovirt-4.0

Shlomi is sick today, so I've changed it.

The hooks were already enabled (maybe Shlomi had time to do that :) ), just had to add the privileges to the branch. It has now the same treatment than the 3.6 one. Let me know if you miss anything or want something to work differently.
