[ATN] old artifactory server is being shutdown

FYI,

We're shutting down old artifactory.ovirt.org server on alterway02 (isn't
being used for a few months now), as we're using the new VM running on PHX.

If no issues will arise in the following days the VM will be deleted as
part of cleanup and the migration process to PHX.

If you encounter any issues in the next few days with Jenkins regarding
artifactory, please contact the infra team.
