Add ovirt-engine-4.0.6 branch to the list of stable branches

We are in the last step of replacing this hook with a new hook which reads
the branch names automatically from gerrit,
w/o the need to maintain a static conf file.

Adding Shlomi who can provide more info on ETA of deployment for it.
