Seems like every user can remove Gerrit-hooks vote on stable branch

I'm not sure every user has this right, but we need to re-verify the list
of stable branch maintainers to be correct.
Shlomi - can you work with Tal to make sure the lists are updated for vdsm
+ engine ?
