[JIRA] (OVIRT-766) Code Review - Error invalid author

Hi,

The forge author + forge commiter permissions were set only for project
owners, that's because it allows users to push not signed-off-by patches.
Fixed in https://gerrit.ovirt.org/65427 patch.
