PHX foreman proxy planned restart

Maintenance completed successfully, the foreman
proxy was restarted without major issues.

The only problem noticed is that the TFTP service
wasn't starting on boot but it is fixed now and
VM provisioning works as expected.

If you hit any DNS/DHCP related issues (like host
not found errors or builders disappearing) please
let me know.

I will restart the foreman proxy server in PHX as planned
for our infrastructure upgrades. It serves DNS and DHCP
in PHX so name resolution failures may happen while the
machine is rebooting.
