Since the reviewers plugin was installed, there have been several examples of failure to push as the committer's email is present multiple times in our DB (see OVIRT-1306 )

Checking the DB there are still dozens of emails listed twice or more in the DB which can potentially cause problems with the reviewers plugin.

Let's clear emails on all inactive account as these are not used anyways and mostly causing the problem.
