[CQ]: 79246,7 (ovirt-engine) failed "ovirt-master" system tests

This change looks relevant to the failure ( disk operations ),
So It's best to contact the patch owner and have him look at the error. [1]

[1] Fault reason is "Operation Failed". Fault detail is "[Cannot move
Virtual Disk. The disk vm0_disk0 is plugged to non-Down VMs: vm0]". HTTP
response code is 409
