upgrade-from-release-suite-master failure reason

Hi Maor,

This patch https://gerrit.ovirt.org/#/c/82615/5 to engine introduced a bug
in the upgrade process,
so every patch that is based on top of this one will fail upgrade until a
fix will be merged.
