This is because of the old and obsolete  findbugs job that cancels the vote of the other jobs.

We have [this patch|https://gerrit.ovirt.org/c/81485/] to remove the old job, but we are waiting for a series of patches that backport the findbugs functionality from `master` to `4.1` to be merged. 

[~dbelenky at redhat.com] please close as DUPLICATE if you already have a ticket about this.
