[CQ]: 85701, 20 (ovirt-provider-ovn) failed "ovirt-4.2" system tests, but isn't the failure root cause

This change seems to actually fail on a relevant test -
'098_ovirt_provider_ovn.use_ovn_provider' but a newer change has been
submitted to the queue which may fix the issue, so firther analysis
will be doe using it.

The RCA patch failed on an unrelated issue - as reported before.
