Change subject: ovirt-config-boot: Change the 3rd parameter from 'reboot'(yes/no) to 'aciton'(shutdown/reboot/stay). By doing this, the users can add their hook scripts after calling ovirt-config-boot.

Patch Set 3:

vdsm no longer uses ovirt-config-boot and is now using our provided install module to do the upgrades. At this point o-c-boot can be deprecated
