sounds right to me:
shutdown the vms,
put data-center to maintenance (actually means put all domains to maintenance - i guess this part is nice to have but not must)
then put hosts to maintenance (not sure you mentioned that)
then you can shutdown any server in any order.

well writing a script to do that shouldn't be hard using the API,
but the question how to trigger it? (i'm not familiar with the UPS software capabilities)
