[Users] Configure local storage for a node - greyed out

Dear oVirt-Community,

I would like to "configure local storage" for a node, but it is greyed out. (link deactivated in web interface)
What is the background? - under which circumstances is it possible / not possible?
By the way: Does anyone know where the user documentation (a PDF file with a few hundred pages) did go to on the new website? (I cannot find it anymore)
