yes. this is by design.
assumption was admin may wnat to fix something in it (or boot it once
with sysprep, then take snapshot post sysprep, for the stateless boots
to follow).
admin can start a VM as stateless (opt-in).
not sure if we allow it, or if not broken if used on a VM from a pool.
