It seems that this banner does reflect the oVirt/RHEV major version.
Connecting to RHEV 3.1 with ovirt-shell (from oVirt 3.2 package) gives
me the following banner:

oVirt 3.2.1 says "connected to oVirt manager 3.2.0.0"
