[Users] Fail to attach user to VM from VMPool when VM's are prestarted

That seems to be true, but having it controlled like that makes it impossible to have Pool VM's prestarted.

I would rather have that controlled by what user is allowed in "Permissions". If engine has added a user to a Pool VM, it should be considered "occupied", and if there isn´t anyone allowed for that VM it should be considered "available".
