[Users] Power state of vm not in sync with real state

I think I prepared in the past icons for the purpose of: prepare to shutdown, prepare to "action".
I will look for them and see if they were inserted in the system.

Yes I noted it.
But probably it could be better to have a new icon meaning powering down or
leave the up one,  not the down one,  in my opinion. ..
