Hi Einav,

I think that the dropdown menu that is always visible (option 1.a) is better - it's more clear.
Also, not related to the raised issue - the 2 icons of 'usage' ('management' and 'VM') also resemble buttons because of their black frame , especially since they are located close to the "gear" icon (which opens the edit/remove). I suggest to remove the black frame and leave just the icons to reduce the confusion.
