[Users] Excessive syslog logging from vdsm/sampling.py

Hi Nir,

I've applied the patches on both nodes, attached are syslogs and vdsm
logs _after_ the patches were applied.
It seems like the amount of logging is decreasing slightly.
The disk statistics do not seem to get updated however.
Unfortunately I don't have a lot of time to do extra testing today.
