In theory latest images position is referred also here:
http://www.linux-kvm.org/page/WindowsGuestDrivers/Download_Drivers
(see also the notes section for different windows versions)

and normally should be at
http://alt.fedoraproject.org/pub/alt/virtio-win/latest/images/bin/
that actually is the same link as the one posted by you
