[Users] user can not create a snapshot

Dear Eli,

If I add the permission of UserVmManager to the datacenter I still get
the error message " Error while executing action: User is not authorized
to perform this action.", even worse I can see all the VM that are not
owned by my user - I see all the VMs in the datacenter.
