Hello Alfred,
While having two networks with the same VLAN tag in the same DC makes
sense, it is not currently supported in oVirt (though this issue has
been raised before and it might be supported in future versions).
For the time being, you might be able to first add the network as
non-VLAN, and then force-tag it via the database. I'm not sure this
would work (you might get stuck on some validation somewhere else), but
it might be worth a shot.
