[Users] install ovirt-guest-agent for windows error

I follow the steps to install https://github.com/oVirt/ovirt-guest-agent/blob/master/ovirt-guest-agent/README-windows.txt ovirt-guest-agent, but the following error:
traceback (more recent call last):
