Can you try to use engine-upgrade from stable ovirt repo instead of dreyou?
Or upgrade ovirt-engine-setup to latest 3.2.2?
I can't find MSG_INFO_UPDATE_ENGINE_SYSCONFIG in engine_3.2 branch.
