Had the same issue with f18 minimal vms. Just install acpid, and enable autostart of the daemon. This is no ovirt related "issue".

I had the same issue, are you on 3.2 ?
Storage was in some strange way an issue, maybe an update that did that.

there is shutdown, and there is power off.
shutdown means "try to shutdown", which should send a request to shutdown to guest agent, then acpi.
poweroff would just kill the vm
